I should think so, but either Homer has no clue how to strangle a person correctly (which wouldn't surprise me XP) or he's using some restraint. For the most part he really is a good dad, and I can't quite blame him when Bart crosses him.
First of all, I'm so glad to see you back! You were missed! This particular piece makes me laugh very, very hard for me, because somehow I can just see this happening at some point in time- perhaps as a dream, where Homer and Bob collaborate to silence Bart, at least temporarily. Hehe.
Yeah, that grossed me out. I'm sure he'll be back. The Simpsons staff has made it an official point to give him one episode every other season, apparently, not counting brief appearances, like in "Wedding For Disaster" when Bart and Lisa thought he kidnapped Homer.
Plus such a popular character can't just vanish without some kind of explanation. Some characters have been phased out, but he's figured so prominently in the show that they can't possibly drop him, at least not without some kind of resolution.
Hey, I've been wondering that myself! When I'm going to try to e-mail Matt Groening in the next couple weeks (my college counselor is having me try to contact cartoonists and animators since I'm looking into becoming one myself), I'll ask when the next Sideshow Bob episode will be. If he tells me, I'll tell you.
